I've always placed water intakes as far upstream of the sewer discharge as I can afford. Then build higher capacity/speed limits outside of residential areas.
So I try to build my residential areas with small roads, which inherently reduce traffic in them, because of the reduced speed limits. In Cities Skylines, 8 or so squares away is sufficient. I'm a former SimCity player, so know not to place industry near residential. But as others have said, if you have poisoned them, no amount of health care facilities can cure that.
I've never played with unlimited money, so I don't even understand how healthcare costs can bankrupt you. Anyone know if there's anything like I described in the title?
